Electrical Panel Upgrade Cost in Tampa: What a 200 Amp Service Really Costs in 2026
The honest 2026 range
A 200 amp electrical service upgrade in Tampa Bay, meaning a new 200 amp panel, new main breaker, new meter base and service entrance conductors, new grounding electrode system, the whole-home surge protective device that NEC 2023 requires, permit, utility coordination and inspection, typically runs roughly $3,500 to $7,500. Most single-family homes in Hillsborough, Pinellas and Pasco land in the middle of that range. A panel-only replacement, where the existing 200 amp meter and service entrance are sound and only the panel and breakers are replaced, typically runs roughly $2,000 to $4,000.
Anything quoted well below those ranges is usually missing the permit, the surge device, or a licensed contractor. Anything well above is usually accounting for a panel relocation, a detached-building feeder, underground service work, or a lot of aluminum-wiring remediation, all of which are real and should be itemized so you can see them.
What you are actually paying for
The panel itself, from a major manufacturer, is a few hundred dollars. The breakers are where the parts cost lives: NEC 2023 requires arc-fault circuit interrupter protection on most living-area circuits and GFCI protection in kitchens, baths, garage, laundry, outdoors and more, and those breakers cost several times what a standard breaker does. A full 200 amp panel populated with the right AFCI, GFCI and dual-function breakers is commonly roughly $800 to $1,500 in breakers alone.
Then the service entrance: a new meter base, riser or mast, weatherhead, and the service conductors themselves, which for 200 amps are large and not cheap. Then grounding: two ground rods, a bond to the water service and to the rebar in the slab if accessible, and the bonding jumper, all of which the inspector checks. Then labor, which for a service change is a full day for two electricians, and the utility coordination, which is real time on the phone with TECO or Duke Energy. Then the permit, which in Hillsborough County is typically roughly $150 to $350 for a residential service change, and similar in surrounding counties.
Do you actually need 200 amps?
Many Tampa Bay homes built before the 1990s have 100 or 150 amp services, and the honest answer is that a 100 amp service can be adequate for a small home with gas appliances. The reasons to go to 200 amps are specific. A standby generator with a whole-house automatic transfer switch needs a 200 amp service to make sense. A Level 2 EV charger adds a 40 to 60 amp load that a full 100 amp panel cannot carry. A second AC system, a heat pump water heater, an electric range and dryer, a pool heater, or a workshop all push the load calculation up. And a home addition or a major remodel often triggers the upgrade on its own.
We run a load calculation per NEC Article 220 before we recommend a size, and we will tell you if 150 amps is enough. The incremental cost between 150 and 200 during a service change is modest, though, so when the meter and conductors are being replaced anyway, 200 is almost always the right call for future flexibility.
What drives the price up or down
Overhead vs. underground service: overhead service drops are simpler to replace. Underground services from a TECO or Duke transformer to the meter involve conduit and sometimes the utility's own crew, which can add cost and scheduling time. Meter location: if the meter is on the same wall as the panel, the conductors are short. If the panel is across the house from the meter, we may need a disconnect at the meter and a feeder to the panel, which NEC 2023 now requires for new services anyway with the emergency disconnect rule.
Panel location: current code does not allow panels in bathrooms, clothes closets or over stairs, and if yours is in one of those places it may need relocation, which adds roughly $800 to $2,500 depending on distance and wall type. Branch wiring condition: if we open the panel and find aluminum branch circuits, we remediate the connections with approved connectors at the panel, which adds labor. Subpanels: many older homes have a subpanel for an addition or a pool, and it often needs to be corrected for neutrals and grounds separated. Coastal locations: salt air in Pinellas, Apollo Beach and Ruskin chews through meter bases, and corrosion-resistant equipment costs a little more.
How the job goes
We start with a site visit and a load calculation, then give you a written line-item quote. Once you approve, we pull the permit and schedule the utility. On install day we coordinate the disconnect, remove the old meter base, panel and conductors, install the new service from weatherhead to panel, install the grounding system and surge device, land every circuit in the new panel with a typed directory, and have the utility reconnect. The house is typically without power for roughly four to eight hours. The county inspector comes out, usually within a day or two, and we meet them. You receive the permit closeout and photos for your insurance file.
One thing we always do that not everyone does: we label the panel properly and we photograph it for you. It sounds minor. It is what you will want at 2 a.m. when something trips, and it is what a 4-point inspector wants to see.
Panel upgrades and the rest of the house
A panel upgrade is the best moment to handle several related things because the labor overlaps. If you plan a generator, we can install the transfer switch or a generator-ready panel at the same time. If you plan an EV charger, we run the circuit while the panel is open. If you want surge protection, it is included by code. If you have a Federal Pacific or Zinsco panel, the upgrade is the replacement. And if you have aluminum branch wiring, the panel connections get remediated as part of the work.
Panel upgrade vs. subpanel: which do you need?
A question we get constantly in Tampa Bay is whether a homeowner needs a full service upgrade or just a subpanel. The answer depends on whether the problem is space or capacity. If your 200 amp panel is simply full, with every slot used and a few tandem breakers squeezed in, a subpanel fed from a new breaker in the main panel gives you a dozen or more new slots for roughly $800 to $1,800 and no utility involvement. If your service is 100 or 150 amps and the load calculation says you are over, a subpanel does nothing for capacity; only a service upgrade does. A subpanel is also the right answer for a detached garage, a workshop, a pool equipment pad or a dock, where the issue is distance from the main panel rather than capacity. In those cases the feeder and the subpanel typically run roughly $1,500 to $4,000 depending on distance, trenching and whether the building needs its own grounding electrode, which NEC 2023 requires for a separate structure.
Smart panels and what they are worth
Several manufacturers now sell smart panels with per-circuit energy monitoring and app control, and load-management panels that can throttle an EV charger or a water heater to stay under the service rating. They cost roughly $1,500 to $3,500 more than a standard panel. For most Tampa Bay homes a standard panel from a major manufacturer with a separate energy monitor is the better value, but for a home adding an EV charger and a generator on a 150 amp service that cannot easily be upgraded, a load-management panel can avoid the utility work entirely.
